I don't agree with you on this one. Simple because the government failed to do the needful, if they government keep doing the needful do you think ASUU would ever strike? The answer is definitely No
Yes @mularh ! You are right, the government failed to do the needful as requested by ASUU, but the reality no one can deny is that of instability in university academic system since the establishment of ASUU unlike years before their establishment.
However, we should keep it in our mind that the writer only discussed the education system from the good old times to present situation and not in any way rejecting the reasons which call for their establishment.
