There's a misunderstanding about the weights and how they affect rewards. I've mentioned it in my post, but I'll repeat it here: the new system is actually much more favorable to later voters than the current one. Having 1/8 the weight for voters in the third window does not mean they will receive 1/8 of the reward they would otherwise get. The computation is more complicated than that.
For example, if most votes are in the second window, not in the first, then the voters get basically the same reward as if they voted in the first window. The same reasoning applies to the third window. The old algorithm rapidly penalized late voters, the new algorithm is much more gradual. But it does leave in place some incentive to vote before other voters, although the incentive is much less.
