Hard to imagine really because even if someone else had the dog surely they would have gone to the vets and they would have seen the id chip reading someone else's details.

well there are a lot of people out there that don't actually take care of their dogs but for a small breed like this it does seem like someone would have been looking after it as it seems unlikely it could survive otherwise. But when someone loses their dog, I am always a bit suspicious that it was a lot more a question of neglect than they are letting on.
