I think that in some countries the owners can be punished but this is definitely not one of them. Cruelty to animals is discouraged, but not criminal in Thailand.

Should be though as this should be a common sense type law.
I definitely agree with you there. I think that in extreme cases that "mountain justice" would end up happening here and the police would just get out of the way.
