Without downvotes we would see far more abuse and spam on Hive. I think most of it is plagiarism with some collaboration to vote up low quality content. There may be less actual censorship, but there will be disagreements between Hivers that can escalate. We should be free to use our votes as we see fit. It would be possible to create a front end that ignores downvotes if you want to guarantee that all content stays visible.
