This would add some constraints and not sure it solve the big issue on Hive. One idea that I've read these days is to discontinue HBD as more of the drained value from Hive comes from keeping it pegged through huge consumption from HBD Stabilizer. I would say yes to that and there is even a plan to pay the HBD holders without losing anything.
