I do reward comments on my posts and try not to let things other people do get in the way of me rewarding engagement on my posts.
If we want more real activity and less of the stuff you are referring to, upvoting comments makes sense to me.
All this soft vote buying was around well before I powered up and I need to be pragmatic if I want my time on HIVE to be sustainable. (I dont want to spend all my time downvoting).
I mostly focus on KE but not independently because stuff like engagement matters.

Is there a problem with HBD? I received some rewards in Hive Liquid.
I wonder as well. We approach the haircut, HBD price isn't being maintained on the open market (such as it is).
Yea it's the haircut rule. The part that applies to post payouts.
