I am not sure that is what witnesses are for. IMO Witnesses should be running good nodes and have a good idea of what the HBD APR should be.
I don't really understand what you mean by point 2. Increasing the amount of yield people get on exchanges would create more sell pressure in my opinion.
I think extending the Powerdown is a bad idea in my opinion. It is already really long.
