You said a blockchain, Bitcoin is a blockchain.
Maybe not everyone, but for sure many more that go unnoticed. Weather someone generates values or not is a subjective matter, but I've seen post of people what get votes from the same Whales over and over again, and when I read their post I just ask myself "why?" On the other hand there are so many other creator that are ignore month after month, and I ask myself the same question, "Why?".
Anyone is free to vote whoever they want. No one is entitled to any rewards. If they are going unnoticed they should ask themselves why they are going unnoticed. They should not ask why whales are not voting for them.
Oh, that's probably why the price of HIVE is what it is right now.
