This post makes an incomplete point. The title also makes an explicit assumption that is not correct by using the word democracy. You're not acknowledging the environment. Stake-based voting with tokens of value for distribution of tokens of value is the solution originally offered by Steem and now Hive to sybil attack. If you have some better ideas, feel free to share them.
