A blog was published explaining the reasons for this softfork, where it was said that those top witnesses who were running version 0.23 prior to the harfork were causing instability to the Steem Blockchain because they are not going to work for Steem Blockchain(abandoning it for HIVE) but were still among the top 20 witnesses in the Steem Blockchain prior to the hardfork.

The unremitting war continues between Steem - Hive, between Justin and the old witnesses. When will this nightmare end?
