I would do immediately.
Also the 3% "inflation" on HP I would reduce. It just increases the overall inflation of the token and has limited benefit. Too small to incentivize staking. I would just get rid off it or move part of it to teh reward pool, so that actual activity is valued stronger than just keeping and not using.
That makes sense to me too.. what would be the counter argument to it? That sacrificial stake (abandoned accounts) would lose power over time, since they would not grow?
