Everyone should propose something to further develop Hive, but even people who never done anything Hive-related before can submit their previous experience. If they have Hive experience, even better.

Correct. If we have an external developer who is known with various Github repositories, for example, can still apply and should their "past reputation" be valid, they might get chosen. They will then have to contribute to Hive in one way or another (contributing to core Hive apps like Hivemind, HAF etc. or creating a new dApp etc.)
