I had already voted for the Proposal. It is the @hbdstabilizer that was getting in the way of many Proposals getting funded. I wish the the DHF would grow past $240,000 daily budget.

The "level" of the HBD stabilizer proposal has indeed sometimes posed a problem for funding other proposals and has already required adjustments in the past.
The purpose of the DHF is not to maximize capital, but rather to finance useful projects for the Hive ecosystem and its development.
