Okay sorry, I was at work earlier!
If it adds an @ to every user each time, it will become very spammy. The bot will instead notify the most recent user, then when it adds a new user to the list, it will switch the mention.
Hope that clears it up!
You´re right, it would generate a notification each time - good choice :).
