Someone other than steemit loaned them voting power. It's on loan and can be taken back by the other user whenever they want. It only works for voting.

You already are. Basically they loan you a tiny amount of steem to vote with and it's like they paid you a tiny bit of steem up front.

You earn steem from posting and voting... it paid back the initial amount of the loan.
