As I noted in a respone to another comment:
I guess it's possible to build an echange using the Steem Blockchain however it would have to be independent of Steemit.com since Steemit Inc is a registered company in the US and that would expose them to certain regulations regarding AML & KYC.
The idea is good in principal but it would have to be undertaken by a seperate entity
