My guess is that for those wanting to "do dirt" there are all sorts of outlets and whether you get your kicks from killing, gambling, power trips or just plain old paedophilia, there is always a job at the top to help facilitate this. Sadly,(or obviously) those who like to abuse kids go to industries where there will be vulnerable kids.
