They play the higher authority card, telling us they know better about the situation and this is a good thing for the ill patient. It definitely makes sense that Doctors have targets to reach and some will do anything to achieve it.

Absolutely, they know they have an upper hand and specially when the patient is old and vulnerable they can take maximum advantage of the situation.
