It would seem like a basic part of planning to consider what a hypothetical disease outbreak would look like given that disease outbreaks are a very real and ongoing threat that we face. It's good to have a plan, I myself have looked at past recent disease outbreaks and taken steps to ensure I have the proper materials and equipment to give me and my family the best chance to survive it. With or without them being created by the government or shadowy organizations influenza or any number of viruses can mutate at any time to a more deadly or contagious version, they have done so throughout human history and decimated many populations, this will continue, the difference is that in the past people were somewhat protected by geographic isolation, now something could spread to every country in the world in a day if someone sneezes in an airport.
Without adequate preparations for likely disasters you have a hurricane Katrina situation or end up like Puerto Rico.
That said they like to hype outbreaks in election years to leverage people's fear into votes whenever possible. I did catch zika and it was no fun though.
I have considered that when the elites are ready to depopulate the unneeded people (after sex robots are perfected) the best way to achieve that is not even for them to create a disease, all they have to do is wait for the next one and let one run its course.
I think this is more about using a false flag to gain more power than an actual disease outbreak. False flag shootings are getting old- everybody is on to them already. They need a new con and the fear generated by epidemics seems made to fit their agenda.
