Steem is really a economic model, with different strata of users, plankton (the mass poor), the minnows, dolphins, orcas, whales, and superwhales.
To have a collectively organized levels, like this dolphin council, will be a “good moving force, a lobbying group” that will steer the community, will serve as fiscalizers to the still remaining central power(s) that has more influence in the development of the steem blockchain.
This council could protect us plankton, by preventing the implementation of abusive of unfair hf’s that could hurt the system, or be able to push improvements relatively beneficial to all.
