We have always noticed that the animation in dragon ball z has quite variable quality standards throughout the series, and yes, like any anime it changes animators frequently, and among that giant amount of animators we find Keisuke Masunaga, who made a excellent work in sagas such as cell and majin boo (from which I chose the drawing to be made). The image does not have very good quality, sorry for that, hope you enjoy it.
