The registration fee is 1 cent. Nobody cheats. You could also check the ID of Byteball to see if a Steem account is already registered.
Where there's money, you will certainly find thieves. It's already happened, will continue to happen and has happened to me first hand. If you are referring users, then I suggest having them send you address in private. Just trying to help out with my due diligence
