Right, which is why the risk is high. Here's that's less likely, though they could collect the Steem and never power up the account.

Having the steem community allows us to do something with an IVO you can't do generally with an ICO, Actually know the people you invest in. This makes IVOs safer. Of course some individuals won't engage in due diligence just like with the current state of ICOs and will jump on a pump and lose out. But there is little we can do to keep fools and there money from being parted. Again though, the steem community allows us options we don't have with an ICO. We can engage in punitive action against bad actors to at least limit future bad behavior.
