Given your budget, I'd be lookin at used hardware from whatever weird thing you Canadians use that's like Craigslist. Kijiijijijijiji is it? Or Offerup if you have that. If what they're asking doesn't fit your budget, throw an offer. Look for any Sandy Bridge or later i5 or i7.

Truth be told I'm an AMD fanboy given their raw processing power available.
Yeah we've got kijiji up here. Terrible site name.. oddly popular.
Anything quadruple digits. So i5-2400 or higher. i5-2500Ks are more common and are overclockable with the right board (P67, Z68, Z77 chipset). AMD's CPU division went in the wrong direction and their older and current CPUs are not competitive.
Oh damn.. i wasn't aware AMD has lagged behind.

Those i5 and i7-2X00 series chips are from 2010 and still kick the crap out of AMD chips for what you'll be using it for, so yeah. They're coming out with a new architecture soon (it was supposed to be out by now).
