Resteeming is encouraged here. It helps content creators spread their message. If you just copy and pasted the post that would be frowned upon but resteems are just like "sharing" something on facebook. The more shares are encouraged as it helps the poster reach more of an audience.
Even though it is on your feed it doesn't effect the poster. I try to resteem good content whenever I can- no need to ask. So RESTEEM ON my friend. You will be hard pressed to find someone who doesn't like their posts resteemed here on steemit.
