Unfortunately, the main reason they're throwing away the products is becouse of expiration date. For the same reason they're not allowed to give away the products or sell them to anyone, as they're responsable for the quality of the product, which could lead to law suits against them. Some supermarkets will even destroy the food and add bleach or any other desinfectant to it. I heard some cities/countries enforce this actions becouse of sanitary reasons.
It's a wheels where one thing leads to another, there are reasons for protecting citizens health, but there's also the weight of what's profitable and what's not, and that seems to outbalance everything else in the equation.
