I'm not a pessimist but can't say that I'm surprised either. Milgram's experiment also showed similar findings.

Laws and regulations tend to vary with mentalities, but I feel it all boils down to how common is actually common sense there. If its common, you might not need it in legislative form.
Good example might be Netherlands, large amount of regulations started when tourists and expats we're abusing their "liberal rights".
