But that is the spirit, if the witnesses start to shut down their servers, the other people will start to come, and many of them could start an server in a place that don't have laws that forced you to take out the content, like, Paraguay and Bolivia.

This is DPoS. It's not like Bitcoin or Ethereum that anyone can drop in or drop out. It's only the 20 people with the most votes from the community that get to decide things around here.

No, it doesn't work like that. If the 15 of the top 20 witnesses stop, the entire network stops.

Sounds like a massive flaw in the system in and of itself
