I think a referral system should only exist to keep track of contributions, but as @noelrivas put it, referral fees for getting people onboard wouldn't be such a good idea because that's what all pyramid schemes do. So yup, not sure what's the nature of the referral system, and I think free STEEM for the users that sign up is great enough..
