Now a large number of these bases have FORMAL AGREEMENTS and have been in operation for decades now, some since before world war one and deux.
A large number of these US bases are not only used by the US but mainly are run by the countries they are situated in… Take for instance. That one in Canada, it is a Canadian Air base, but because Canada and the US are like brothers…it is also an American base. They still abide by Canadian law.
Many of these bases that you quote have been closed in the nineties after the fall (sic) of the Soviet Union. We do not have any paperwork on the matter AS YET — of the collapse?
Now the countries with access agreements are really only fueling bases or muster areas for troops, vehicles and whatnot in transport to other countries…Amiable and friendly governments who receive handsome US Aid monies and US assistance open up the use of their airports and military airbases for access as America does the same in the good faith of FREE countries getting along. Countries with other forms of Military cooperation have joint agreements and perform joint exercises as they are trained by US military or they are an ally of the USA.
For instance NATO countries all have military Cooperation agreements as do the US with those countries. France, Germany, Italy, Spain, Portugal, the Nederlands, Iceland, Norway, and the Philippines etc have Joint US and (place-name of country her) bases that are either attached or semi attached to the idea of NATO, or wanting NATO status. Some of those are direct operational bases that are operated by all NATO countries in their joint effort to save the world from those who would enthrall us all in the Socialist or Communist way of desperate oppression.
Some of those bases supply a livelihood for Islanders in the South Pacific, as military airbase contractors are usually the budgeted and cooperative way since in many cases a town has grown up around an airbase.
Air bases in England, France, Canada, and Australia have been there since before the Second World War, and are long-standing and established cooperation between those FREE nations, since the Second World War.
On the other hand the Russian Federation have fifteen established bases outside of the Russian Federation that have been established only since December 8th 1991. And the formation of the Russian Federation…thats fifteen military bases since "Putin came to power."

The Syrian naval base for the black sea fleet, was established in 2017. The Crimean and Georgian as well as Ukrainian bases are recent expansions of Russian aggressive military expansion. And are illegal.
But you talk as if the US is on an expansionist policy, which is not so.
To advance its massive effort to overthrow President Assad, the US has established two airbases and at least eight military outposts WITHIN Syria's borders, uninvited, in complete disregard for international law. From these bases WITHIN Syria, the US was bombing Syria's civilian and military infrastructure, and supporting ISIS as it fought against Syrian government forces. It doesn't get anymore blatant than that!
