But he can learn without changing his mind. How useful learning is to him whilst he keeps the same orientation of his mind is the real question. There is a saying about this that goes something like "To change one's mind is worth 30 IQ points."

No. The sheer fact of learning CHANGES your mind. It adds new knowledge. Therefore it is changed.

If you cannot change your mind then you cannot learn.

Though I think you may agree just that first sentence is false as far as I can tell logically. Learning is change.

To learn entails a change. I cannot dispute that. I just don't think it is Mind which changes. The ideas one knows or accepts as valid change with learning. But the mind, that is perspective, attitude, isn't it? which can stay the same longer than the thoughts one thinks.
