#Meaning of poverty :-

Poverty is the scarcity or the lack of a certain amount of material possessions or money. Poverty is a multifaceted concept, which may include social, economic, and political elements. Absolute poverty, extreme poverty, or destitution refers to the complete lack of the means necessary to meet basic personal needs such as food, clothing and shelter.
The threshold at which absolute poverty is defined is considered to be about the same, independent of the person's permanent location or era. On the other hand, relative poverty occurs when a person who lives in a given country does not enjoy a certain minimum level of "living standards" as compared to the rest of the population of that country.
Providing basic needs can be restricted by constraints on government's ability to deliver services, such as corruption, tax avoidance, debt and loan conditionalities and by the brain drain of health care and educational professionals. Strategies of increasing income to make basic needs more affordable typically include welfare, economic freedomsand providing financial services.
Poverty reduction is still a major issue for many international organizations such as the United Nations and the World Bank.

Preventable diseases like diarrhea and pneumonia take the lives of 2 million children a year who are too poor to afford proper treatment.As of 2013, approx 21.8 million children under 1 year of age worldwide had not received the three recommended doses of vaccine against diphtheria, tetanus and pertussis.1/4 of all humans live without electricity — approximately 1.6 billion people.80% of the world population lives on less than $10 a day.

Some causes of poverty are changing trends in a country's economy, lack of education, having a culture of poverty, overpopulation and environmental problems such as lack of rainfall. Extreme weather may be a cause of poverty in many countries. Drought, rainfall and flooding are some of the biggest causes of poverty by weather. Almost 50 percent of people in the world today live on less than $2.50 per day.

Poverty is a significant issue in India, despite having one of the fastest-growing economies in the world, clocked at a growth rate of 7.6% in 2015, and a sizable consumer economy. The World Bank reviewed and proposed revisions in May 2014, to its poverty calculation methodology and purchasing power parity basis for measuring poverty worldwide, including India. According to this revised methodology, the world had approximately 872.3 million people below the new poverty line, of which approximately 179.6 million people lived in India. In other words, India with 17.5% of total world's population, had 20.6% share of world's poorest in 2011.

The World Bank has been revising its definition and benchmarks to measure up poverty since 1990, with a $2 per day income on purchasing power parity basis as the definition in use from 2005 to 2013.

The different definitions and different underlying small sample surveys used to determine poverty in India, have resulted in widely different estimates of poverty from 1950s to 2010s. In 2012, the Indian government stated 22% of its population is below its official poverty limit. The World Bank, in 2011 based on 2005's PPPs International Comparison Program, estimated 23.6% of Indian population, or about 276 million people, lived below $1.25 per day on purchasing power parity

The Asian Development Banks estimates India's population to be at 1.28 billion with an average growth rate, from 2010-2015, at 1.3%. In 2014, 49.9% of the population aged 15 years and above were employed. However, there are still 21.9% of the population who live below the national poverty line. The World Poverty Clock shows real-time poverty trends in India, which are based on the latest data, of the World Bank, among others.

The income limit for household for qualifying as a beneficiary under the BPL (below poverty line) list has been pegged at about Rs. 27,000per annum.Jan 23, 2016
