I'm sure GPU mining software is being developed to mine steem. So maybe these miners are from the developers working on their code.

as far as I am concerned, it isn't finished and to be honest, I don't expect to be fast (at least in the beginning), this is a relatively complicated algo, which uses lots of ressource (might need several rounds of optimization after it is done)
