A lot of the new joins are likely unable to delegate even 1 SP due to being new. Our best delegation support needs to come from larger accounts wanting to support the platform.
As for the abuse decreasing, not likely. As we have grown the percentage of new users who are abusers has stayed the same, so as an absolute number, it will actually grow as a problem. The only way to remove abuse entirely would be to remove the upvote bot entirely.
