tl;dr: You allow it to trigger votes for you when you havent voted for a while, it operates by itself, it doesnt interfere with your use.

I don't understand the following paragraph: "You'll get the maximum out, when you're behind, you will get more votes. When you're overpaid, it will spread to other users a bit first."
