I'm pretty sure that they can still upvote. There's a cut-off point for rep (I think it's 10) where your content gets "hidden" (you have to click on a link to open it for viewing), making it far less likely that people will see your blog posts and replies.
I am taking your word for it and upvoting @ap100 dude and following you. Only if such nice people were everywhere...
