                      Yes it's, according to Instagram policies. The account might be banned because of such activities, even selling/buying a Instagram account is shameful too. Say, X is a famous person and earned a massive followers then he sell the I'd to Z. Now, X is cheating with his/her followers and Z thinking that s/he has so many lovers, disgusting!!

Sometimes, selling a social media profile is dangerous. Suppose, you sell your I'd to someone and s/he stars using scams with it, in such cases you'd fall into serious police problems.
