The entire system should be blamed for corruption. This includes the leaders, the followers, the regular citizens who just "go with the flow" when they see corrupt practices being committed around them, the businessmen who would rather pay their way through bribes and red tape, rather than go through the proper channels. Even the media who fail to expose corruption because of their biases. All of these actors should be blamed for the level of corruption in most governments. 

What we need to understand is that corruption does not exist because of one bad actor. It exists because the bad actor is tolerated by bystanders who don't want to get involved and because other good actors fail to use their resources to combat corruption.  

the leaders and some followers should be blamed,we have many leaders in the government that are corrupt and that is why their government remains corrupt and the corruption keeps growing because there are also some followers that keep supporting them instead of condemning them,some followers for selfish reasons keep supporting corrupt politicians simply because they want to collect money from them..
