If someone is unable to apologize in a satisfactory manner- expressing remorse; accepting responsibility, making amends, and commitment to not repeat the offense— avoid them. Nothing else matters. An apology is evidence of empathy and the ability to care about someone other than oneself. If someone cannot do this- they are absolutely toxic and most likely abusive.
