No, you can not. (At least, not in a realistic timeframe.)
Even though, there is no standard formula, you need to accumulate approximately 500k SP (1M VESTS) at minimum to be considered a whale on STEEM. This is a stake that you cannot earn without investing. (or ninja-mining in the early release days...)
