I've not seen any discrimination regarding new or old accounts, they seem to solely upvote accounts based on the quality of the content and not on any sort of seniority system.
Musing doesn't discriminate based on how long you've been on Steemit. Musing decides your post payout only based on how good your post is, and how well it answers the question asker's question.
