It possible but most of them are corrupted. Because most of the people just think about themselves. No country in the world is "absolutely clean". Some of the least corrupted countries are New Zealand, Denmark and Finland. As people are getting self-conscious day by day it's ruining any country's development. Also, the analysis shows that a country with overpopulation is more corrupted. Asian superpower China ranks 77 and it's neighbour India has been ranked 81st on the list. So it is hard to find any country with no corruption. Strict rules should be implemented to stop this corruption.
