For sure. It will have to start with local planning, since I can't see anything decent coming out of our moronic government.
That, IMHO would be the changing point. When local communities, and local authorities could have the "power" to change and decide what is the best for the planning and for the preventive action to take place in years advance, off course. Not only a year based program, or a program that is only suffers updates every four years in electoral periods.
