This bot is being flagged because it's not intelligent enough to recognize when it shouldn't welcome an account that clearly shouldn't be welcomed. Other bots are smart enough, so there is no excuse.
True, but where is the damage? The ones that don´t need or that ignore the welcome message, well, they ignore it. And for the ones, that should get such a message, it might help to get a link with a useful article. Some of the new users are not recognised by the other bots, thanks to those "smart" filters. Also there is no bot who cares for new users after the first post. The @stayout.bot sends an encouragement comment after the second post of a user.
The @askrafiki-bot may be smarter, but what´s the point of summarizing the user´s post? Just to show how smart it is? And I don´t like that it lures users to leothreads which is just one of many short-content frontends and not even the most general one (it is mostly finance and leo-internal-stuff only).
In summary, if the other bots were perfect I would agree and inactivate mine.
Ask yourself why there isn't more welcome bots, after all Steemit and Hive have been around for a long time.
Bots that blindly greet all users with no intelligence have never been welcome in Hive (or Steem)
The original bot that did this was @wang. https://hive.blog/@wang
It's been flagged down to -10 rep. You don't know the history. There is nothing new about this.
Your bot serves to advertise your witness, what if all top 20 witnesses did this?
I don't understand, you create a cool project to help new users, and someone ruins the project... How is Hive going to move forward like this?... And there aren't any other bots, Askrafiki only works when it wants to, or it's probably only for users who register through InLeo.

So luring to a different, buggy frontend like inleo is fine, but pointing to a useful post is not?
Anyway, I have stopped the welcome message.
