I am trying to upload a profile picture, was redirected to a site where I needed to upload it to get a url, but this site is not functioning...very confusing and complicated. Why can you just add a photo from your picture library?

Put the profile picture you want into a comment or post box on Steemit (see the "selecting them" link at the bottom of either). Then right click on the picture and select "copy image location" or something like that. You want the direct link to the pic. Then paste the pic's link into the box.
when i try to add picture it asks to sign in, i enter password and get this
