In order to move from a centralised to a decentralised social order, autonomy of the small cells would be necessary, as you have presented it here.
However, I do not see this autonomy if these small cells in turn depend on raw materials that they can neither mine nor produce themselves. The 3D printers need to be filled with something, where does the filler come from if you can't make it yourself and where does the 3D printer come from if you can't build it yourself?
The building and construction plans of such technologies remain in the hands of those who have either the financial or the legal means.
The car, although the most common means of transport for the average person, is dependent on oil (and electricity). An autonomous household can neither produce petrol nor generate electricity without again relying on central resources and technologies. The sheer quantities demanded by car transport do not allow them to be mined in homeowners' gardens and yards.
Even if 3d printing technology were freely available, i.e. an open source, and they print themselves, you still need the matter for it. Where are you going to get it in the quantities you foresee? Who is going to mine the raw materials, transport them and to whom are the costs going to be given if not to those who want to buy it?
