Who would be the first batch of people going to Mars? Poor folks (sent for experimenting) or Rick Folks (trained well going for a 'little fun')

Neither. It will be people who would be willing to live there forever. I am guessing scientists who are able to study the planet and identify both opportunities to make it habitable and hazards that we would need to prepare for.
People volunteering to be 'the martian(s)' :)
