They also need access to affordable, reliable energy. That is probably the largest limiting factor for them. It's hard to create anything when your entire day consists of repetitive tasks that could be eliminated with access to reliable power. But most of the world will continue forcing solar power on them, and discourage African companies from burning coal.
Oh, and the warlords roaming their lands. That doesn't help.
