Internet access became for millions of residents of the USA the same requirement as existence of housing, pure and other benefits equated to human rights today. However after closing of tens of enterprises Detroit from the capital of the American automotive industry has turned into the dying ghost town where 40% of the remained inhabitants aren't able to afford even connection to the Internet.
